How well do I have to be acquainted with the Dies Arcanum Brotherhood before I can learn their special skill?

about +25 with them. However, the basic, non-faction skills are generally much more useful than the ones offered by the factions. I would recommend that you get those first. :)

Definitely! You want to get the basic smarts skills and either the basic toughness or basic charm skills first, depending on your detective archetype. The faction skills are less useful to the less experienced detective!
