is there any advantage to having >31 in standings with any of the factions? i know that the higher you go the cheaper the price etc.

another question: when doing a case which will give + points with faction A and - points with faction B, if i quit it will i get + points for faction B or will i just not get any - points with them?

If you get +A and -B for solving the case, quitting the case will give you -A and +B.

The only exception to that is during a favor case. If you quit a favor case, Faction B goes + and Faction A stays neutral (least that's how it's s'pposed to work). ;-)

i though that doing a favour case the political standings won't change. at least that's what it says at the bottom of the page where it tells you the story of which faction wants the case solved or not solved.
