Is there a limit to how many contacts u can get?

Assassin, Yes. You can have one contact from a non-evidence townsperson, and one from an evidence townsperson (shoe maker, banker, tailor or barber). Two contacts total

By solving cases as a favour to one of the town's people (banker, bartender, barber ext. ext.)you get one of those every three cases you solve in a row. As a reward they'll give you a piece of equipment but eventually two of them will become your contact.

You keep doing 'favor cases' - after you've solved four cases (ordinary or favor cases) and you ask if you can do a favor for anyone, they will either have a favor for you to do (i.e. an extra case) or will tell you who has a favor. After you've done a few favors you will get a contact (it took me nearly 200 cases to get my second contact, but I think that's unusually many!)

once i did a favor for waiter and she is not there in my contacts list which you see in the detevtive page

Doing a favour for one of the townspeople does not mean that he/she will become your contact straight away.
They'll give you a piece of equipment every time you are succesfull, and, only after you do a lot of favours, two of them will eventually be your contacts and never clam up on you as a reward.

Congradulations on getting the fortune teller as a contact! Hope you get to see another one soon! (Unlike I, who had to wait monthes for a second contact!)
