I'm not sure about that Buttlick .. (er..why do I feel I have to apologise for addressing you...) but I guess it boils down to the criteria and goals of the Agency, and what you end up doing in the end.
I've done some thinking because this question has also occurred to me. Here are a few job descriptions for which you may be allowed to join:
#1. You are required to solve the cases and follow up on favours so that the other agents are freed up to participate in the Treasure Hunts.
#2. You have a contact (Bartender/Barber/Waiter) that the Agency wants.
#3. You have a good standing with one of the three major factions (Dies Arcanum Brotherhood /Order of Socrates / La Cosa Nostra), which the Agency needs.
#4. The Agency just likes you and wants to take you under their wings (highly unlikely).
This is what I've gathered from the Message Board and other detectives, but I'm new and not subscribing, so I may not be fully informed. Hope it helps you all the same! :)

The only criteria for joining/forming an agency is that you are a subscriber.

I am a subscriber. But is there anything else I should know?

Negasong, I think the criteria you stated is the basic and "official" requirement. I still believe each Agency will reserve the right to recruit based on its Agenda. It's the same in the real world, isn't it? The selection process.
Of course, if you form your own Agency, you wont have to worry about your entry requirement! *smiles*

But if you do start your own, I hope you have some money to start. A few thousand at least.

Yes Elizabeth, I just stated the basic requirements. Whether or not an agency will accept you is up to the directors of the agency.

Incidentally though, I wasn't expecting a reply from you, Director Negasong. It was a rhetorical question, but I must say, I'm amazed at the level of helpfulness amongst the detectives.
*Sigh* What would we do without the good people of Sleuth. We vex them with all these inane questions and STILL they humour us.
