Amusing yes. In game terms it is useful. In real life it would be little more than a novelty item

Not sure what the issue is? The nudity? In game terms, it's very useful, if one wants to be charming to the max. We have about three people using them in our agency, I think.

I think the pipe easily qualifies as a PG13 rating, which is what this game is going for. It's certainly not as sexy as say, a picture of somebody in a swimsuit.

Actually, I think a more appropriate complaint about the item would be the infered message that using tobacco makes you more charming. For any kids out there reading this, I assure you it does not.

Well that complaint would not be any more sensible. Not only is it a gross generalization in that we cannot predict what effect the use of tobacco will have on any one persons willingness to talk but also in the time this game is set smoking and tobacco use in general was very fashionable and the use of higher quality items would only add to the status (and potential ability to acquire increased cooperation) of said tobacco user.
