i keep solving cases on the hard level but consistently im only earning one skill point per case solved. Does this relate to the time spent on a case, or how you go about solving it or is it just that i should move up to a harder level??

The skill points you get are based on your number of experience points. Moving up to a harder level might be a bad idea though - it depends how easy the cases you do now are for you.
You can always try moving up a level, then if the cases are too hard in the level you moved up to, move back to the cases you'd been doing.

Not to worry though, johnnybravo, you never stop earning skill points. it just takes longer to earn them the more experience points that you have.
