Yes. It allow you a "free" question of any suspect who is out when you first visit them. This is particularly useful at higher levels with more suspects who clam up much easier.

id rather get the advanced handwriting. that especially helps if its the writing of someone whos left handed.

It all depends. In an agency with Banker, Tailor and Barber contacts, you can get help with those three forms of evidence on regular cases, but /not/ on favors, which might really bum you out, if you have the right favor for a hunt but can't solve it due to lack of information. I like lock picking, but I waited until after I had all the evidence skills to get it.

it depends on you startegy. If you rely on PE you should get those skills first. If you rely on witness evidence and counting alibis (like me) then you can do with out any advance PE skills and you will need research, lockpicking and adv. interviewing skills.
