They do. But once they join one, they can let their subscription lapse if they choose. It just means some of the amenities they're used to are no longer available to them.

Roger.... I don't think this approach is working for you, fella.
I think the agency name is interesting, but do you really think people who play Sleuth are "Warriors"?
I can see you are methodical, but are you sure counting the muliples of thread bumps is an effective way off increasing the chances of someone joining your agency?
I would say over 2 months of thread bumping and not one single recruit ought to be telling you something by now.

No recruits probably because:
A. They don't subscribe
B. They don't pay any attention to the forums when they should
C. Newbies keep making their own agencies when they should get the experience of joining one first
D. There are probably players waiting for the Shades of Mystery sequel
I also tried messaging people but no luck.

I wholeheartedly endorse Roger's agency - he'll take the time to make sure you know what you're doing and help you get the most out of Sleuth. :) Oh, and of course, he learned from some of the best over here at al-Q...if he survived a stint with us, he can work with ANYONE! ;)
