Board moderators move posts from one place to another, such as a newbie question posted in Gumshoe. They also delete double posts and some spoiler information. And sometimes they have to delete posts that cross the line, containing language or ideas that is hurtful, offensive or down right mean. Thankfully those type of posts are infrequent.
The administration decides who becomes a moderator.

Do you have to be subscribed to be a moderator?

I am not sure if you have to be subscribed to be a moderator. I do know that Ben or Sunny typically ask players who have been a part of the community for a long period of time to help moderate the boards. Mostly we try to make sure we help out our big family by watching posts and helping edit intros, typos, etc.

I have been here a little over 2 years, and had the privilege these past few months to be asked to help out.

Arabella and L'il Rach have this covered nicely...I would just add my pure conjecture here, which is that while you don't HAVE to be subscribed to be a moderator, like L'il said, generally they ask people who have been around for a bit, and generally people who have been around for a bit buy subscriptions.
