When I reach that number for Pick Pocketing, and the bishop now will teach me for that, if ever my next case the Dies Arcanum Brotherhood won't like it and my points with them goes down, will my Pick Pocketing skill be taken away from me or will it remain, I know that once you have the skill then nobody can't take that away from you but since this is a game, that's why I asked this question.

If you were to drop below 25 but have already bought the skill, you will keep it.
once you have a skill, you NEVER lose it.

My question is how do you use the skill? I've had it for a few days now & I'm never given the option to pick pocket someone,what gives....

You can only use the skill when your client is guilty...It collects the reward money for you.
