I have heard people talk about writing the mystery stories.Who can do it and who can not?

Anyone can. You can find the directions and expectations in City Hall, bottome link, "Submitting content".
FM's are MAJOR projects. Don't expect to sit down and write it in one day. Intros take less time, but due to some personal obstacles I've been dealing with, are a bit back logged. ]

Don't take a FM as a light project; as cfm said, they are big ones.
Be sure you play lots of Featured Mysteries to get the hang of how they work first. Think of some ideas, and start writing.
A free subscription is included when you write one, so it's worth the work!
