This is really weird. Needed Big Lucy for a hunt -finally got Larry to cough up the location and was told the cabaret would be "near the docks, just south of the detective shop"

Ok, so "near the docks" is NOT "just south of the detective shop". Anyways, I waved the pointer all over NYC like a six-year old girl with a fairy wand. No Cabaret anywhere to be found! WTH???

I had it there one time also. If you looked just south of the detective shop and over to the left where the lands end and water begins (probably some docks there) you would have found her. Not all the way down by the actual Docks notated on map.

Maybe she is on holiday.
