Stick to the three guidelines to assure you have the guilty person.
PE+Fake/"none of your busineess" Alibi=guilty
WE+Fake/"none of your business" Alibi=guilty
2 WE = guilty
PE=Physical Evidence (hair, notes, foot, threads) WE=Witness Evidence
If you aren't able to meet the above. You can not be sure if you got the right person. It is better to quit, and not guess. Guessing can retire your agent after 3 times, or it costs you a lot of money to clear your record.

Then he is not the killer. He did leave evidence, but is not the killer.
There are in each case, no matter at what level, evidence pointing towards a person and they are NOT the killer, this is because THEY have an alibi for there where abouts when the murder happened.
The killer never dies.
