I have a few qns.. are there always witness evidence AND physical evidence that point to the culprit for every crime or could there be only one of it(i.e. either witness or physical evidence)? Also, does the cost of skill pts to learn a skill at faction bosses drop as they like u more?

Not unless you have two WE (and then you don't need PE). There will be two witnesses who point to the guilty person and one who points to an innocent person. And every piece of evidence points to one of the suspects, but only one points to the guilty one. So it is possible to have PE and one WE and have the person still be innocent. Alibi is the most important thing.
