Making Townies Cooperative

When you have reached the end of the line with a townie - exhausted manipulation and bribes - and you get this message:
"At that, he clammed up quick.
He'd had enough of my questions, unless there was something I could do to convince him to be more cooperative."
What can you actually do to 'convince them to be more cooperative'?
Using Faction Leader privileges only works with suspects.

I think she meant Melisandre :) if so, first order of the day would be to revive Shireen.

The Red Woman is one of the (rare) GoT characters I've never been tempted to turn into a Sleuth detective, but if she can serve as a head of a new faction, I'm sure that can be arranged. :D
