I am currently 40 with OOS. Today's PM is 39. Is there something else you need to do to get this title?

Kind of - you need the highest number of points when the server hits midnight.

Well, last night I was 41. This morning I did a little job and I was 40. It's very strange....I guess I'll just have to wait and see. Thanks!

When over 40, I believe you drop 4 points overnight. This means that last night, today's PM was at 43. It's at least a 3-pt drop, so that person had at least 42 pts last night.
There was a thread a month or so ago in which someone laid out how much you drop each night while at different ranges.

Its also randomized how much you drop (I think) so that different folks have a chance to move up.
