When you get a tip from a connection (butcher, shoemaker etc.) and they say "Suspect X has not seen anything suspicious." is that sarcastic (wink, wink, nudge, nudge) or are they serious (and therefore it is a waste of time to interview that suspect)?

usually they are serious about that. But i don't really pay much attention to the townies when they say stuff like that, it may or may not be true

I think that if they said someone didn't know anything - it was reasonably safe to ignore that suspect. If they said "so-and-so thinks they know something", that person might or might not know something, and the person they suspect might or might not be be guilty. So be cautious.

They tell the truth, but the suspect they send you to might "know" something about an inocent person.

I only use them when Im stuck and need more suspects. If the person they talk about is still not on your list it will now be. Only you still need to find their motive.

When going to see the Mayor, there is a Philosopher Marshall listed. What purpose does this serve?

No purpose, just a special title for the day and a small reward from the faction. All the factions have a high score leader that changes daily.
