I was wondering if someone could please tell me how many skill points you need or how much money you need to learn a special skill? Also, what does your rating need to be for them to "know you well enough" to teach you?

it varies among the factions, for Underwold Connections its 17 Skill points, for Hypnotism 12, Surviellence is 15 I think, etc
And you need to be +25 with them for them to teach you

The skill points needed will vary depending on the type of character you have. Smarts skills like surveillance will cost more for a tough person or a charming person than a very smart person. But the 25+ faction points are consistent for everyone and each faction.
