I've attempted to invite a user into my agency and they have been unsuccessful in joining. They would like to join, but are unable to find a screen where the invitation might reside.

Is there something we're both missing?

First thing I would check is if they have their pop ups blocked. Firewalls can also create a problem sometimes.

I don't think the invitation does reside anywhere other than in the PM pop-up, so if that's blocked, or closed without actioning, then you'd need to send it again (after checking if they've got them blocked, as cfm says, of course).

Yep, it's a pop-up like all the other PM's. If this person can already receive the in-game PM's, then you should be fine if you resend the invite.
