Will they ever talk?

When someone has refused to talk to several times, will they ever change their minds? Or, if you feel you've exhausted all leads with no solution, should you quit the case?

no, they won't change their minds. yes, you should quit.

sidebar, if you are in an agency and another detective pulls the case from the files, sometimes they will get a note that so and so may answer more questions, that's the only way to unclam a suspect.

That's what we are here for, if you find that your people are clamming up, try doing easier cases until you can build a better skill set.

You can change their mind..using the Surveillance skill..or if you are the top of you are favorite faction.

Well, yes there is that. I am assuming that you have neither of those skill sets yet.

an agency can help with that too: (subscribe :)
1. other agents can sometimes unclamm suspects, by opening your case
2. someone can get survience and that also can totally loosen that suspect's lips.
3. someone can become a faction leader..but perhaps I've said too much.
(subscribe-there are ways. There's almost always a way)
