Yes, it's possible to get so stuck you can't get unstuck.
The only real option in your case would be to quit the case - if you can't match any PE to a fake/none alibi, provided you know you have a full suspect list. If you don't know you have the whole list, go to any shopkeepers still talking and ask about the case - it may give a new suspect who isn't clammed.
