If you want to join an agency, go to the Detective Agency Recruiting link here at City Hall and either post that you are looking for an agency to join or find one that is advertising that suits what you are looking for.
You can make money,ofcourse, by solving cases successfuly,unless it's the Client who is guilty, the more difficult the level of play, the more money you receive (I like the exp points better) :),or when you do favors, and you are given a reward, you can sell it and that is usually pretty good money there for your pocket.

Selling the 'gifts' you get for doing favours is usually the best way to make money. They tend to be quite high payouts for the difficulty level of the case.
Also, if you join an agency, they're often willing to give you a loan if you ever need some money, ie to pay off Shady.
