You do have to subscribe to join an agency. I believe there is a link at the bottom right of either the CASE or DETECTIVE screen.

I'm new to the game, but I enjoy it and already subscribed. I will definitely be playing my 10 cases per day, and I wouldn't mind joining. Although, I may not have enough skills to be much help at the moment.

You have to be subscribed to join an agency...at the very bottom left on your page is a link "subscription FAQ"...it answers the "cost" question...once you are subscribed we can PM you with an invite to join the agency
