As some of you may know, Doppelgangers Inc. started as a holding tank for second characters of members of The Underground. Now some people have left The Underground but left (forgot about) their characters in Doppel, and their subscriptions have lapsed.
Given that people who aren't subscribed can't travel from city to city, does this mean that I can't move Doppel's headquarters since we have unsubscribed members?

You can move the headquarters. Doing so does not move detectives... however, any agents operating in a city other than the one you are headquartered in have to work out a field office, which is somewhat less... well appointed.
