Suspects without PE listed

I have 2 questions actually:

1) If a suspect does not qualify for any PE, does that automatically exclude them as a suspect? I fellow agent told me, if there isn't any PE then the suspect cannot be guilty. I question that advice because I have had a suspect be guilty without PE when I was working the very easy, starter cases and I have had a guilty suspect with WE, false alibi and motive. Could someone please clarify?

2) Is it possible for a suspect to have 2 PE, especially an "Unknown" alibi? Sometimes, when the PE belongs to a suspect, it puts a line through all other PE possibilities for that suspect, sometimes it does not.

Hey!

Technically, if you could ask around without anyone clamming up you'd find TWO witness evidence, PE, and no alibi pertaining to a certain suspects.

If say the case gives you Right Hand note and Curly Hair, and a suspect is left handed with straight hair, that excludes them automatically even if they have no alibi.

A guilty suspect must always have a PE + no alibi, WE + no alibi, or 2xWE + no alibi. Basically, the WE substitutes the PE that you could not pinpoint.

2. You cannot have a suspect with 2 PE.

To be on the safe side, if you only have one WE against a suspect it's not safe to make an accusation.

If you have two witnesses against a specific suspect it's always safe to accuse. Just like a piece of physical evidence + at least one witness evidence. And the suspect's alibi must be false ofc.

Anyway, my fellow director explained this. I just worded it a bit different. Because I'm weird.
