a while back i paid the shady guy to find lucy's cabaret, and couldn't find it after that.. how does it work?

I think you mean Larry the Toe, not Shady. Pay attention to Larry's directions, and search for the Cabaret in the vicinity that Larry points you to.

Also the Cabaret has no icon - the pointer just becomes a hand when it's over the Cabaret. :)

Move slowly though, the hand appears on a tiny piece of the map, and you are over it before you know it.

if i didn't click on it then, have i lost it and will need to buy it next time it is offered? how often is it offered?
my fathers family was from poland, an area that was originally part of austria

Raubvogel, you have very likely lost it, yes. Larry shows up randomly in cases, but it shouldn't be very long before you see him again...
