I will try to even out the differences between tough and charming detectives a little bit, but I think the difference isn't as great as you think. Tough detectives have lockpicking at a cheaper price after all. I think the only major difference between high level toughies versus high level charmers is flirting.

I dunno I always viewed Blackmail as more of a smart skill that would work well in combination with the charm/tough skills

I don't know what flirting does though.

My detective is very tough and my hypnotism works well. I quite like the idea of blackmail being a skill. Perhaps to be used in a hunt and you have to get some incriminating evidence to use to blackmail from Lucy or a townie. To even things up, the charming angle could be to find a gift the person will like again from Lucy or a Townie. Then again maybe my overactive imagination is coming up with a way too complicated scenario to actually use in the game.

Tzu Hsin, if you want to quantitatively see how much each skill is effecting your chance of success, you can purchase the Judge of Character skill. However, while it's interesting information, it's not very helpful unless you are equally invested in Charming and Toughness based skills.

Schedule update:

I'm confident the expansion will be up be the end of February. I'm shooting for mid-month now, but it will certainly be up before March.
I'll let you know when I have a better idea of the launch date.

Should we be taking up language classes to prepare for travelling? :P

Will you have a city for your home? Or maybe will there be different shops in a different city?

Yes, according to the Admin an agency wiil be based in a particular city. I really wonder what changes that might bring about. Like most of us have our contacts in New York, what if our agency moved to London? Does that mean we can't use our contacts anymore if we moved? Or will we have the chance to get new contacts in other cities? Hmm...

I've been wondering how much (if anything) it'll cost us in travel expenses to change our location from one city to another, and if we'll have to pay to stay in a hotel in a city we don't live in. Another thing I've been wondering is if the number of cases we have for a given day will go down when we change cities because of the virtual time zones change causing travel fatigue. And to go to a specific city, will we first have to spend skill points to learn a new launguage like Wayne suggested? So many questions...
