I have 2 questions if anyone knows the answers i would be very grateful

1- in which city is cheapest to pay off shady?
2- in which city does the urchin appear in the most- im in shanghai and im not having much luck

1. No secret that Delhi is the cheapest... oh unless Cairo is now :s but Delhi used to be the cheapest, marginally.

2. When Neme came out all the twists were evened out so that the 'chance' factor remained the same and that there was no real advantage from one city to the other. More or less :)
