I think your guys' problem is that you're looking for players with higher experience points and most that are not in an agency do not have as many points as you would like them to have. Those who do are already in an agency or are not subscribed.

We actually usually always recruit new people with little experience.

Silent Assassins is a good agency, the people are great and they do hire rookies.
