Can anyone please explain this to me?
Is it something you choose to do, something that automatically happens, or Something totally other than that?

When you get three falses on cases (aside from featured cases), your character is retired.

This is a lasting state of affairs.

So it's good to pay off the shady guy when you get two falses.

No; if you create a new detective, remaining time on your subscription automatically gets transferred to them.
