As per the Noir Newsletter...
We've distributed some new rare prize drops around the broad expanse of *NOIR* Sleuthville. (Noir having a much broader err 'expanse' than Shades lol)
Challenge yourself to find these eye catching, uniquely colour-toned, in-game items. Of course how you challenge yourself with something that is fairly random, is beyond me, but by all means go right ahead :)

You'll be able to find through different means. Sometimes it will be whilst in a particular area, sometimes whilst collecting a reward or handing in an item. In all cases (and I'm not 100% sure how Ben set this up - as I myself haven't yet gotten lucky enough to collect one of these 'rares') you'll be able to collect the item if and when it actually 'proc's'. I'm sure it's just a 'do you want to take the X'. You might be asked to store a current item in order to collect (as it is a hand slot item you are collecting) but I think Ben has it so that you can just pick that item up afterwards, if you visit the same place it came from.
