Rate of Acquiring Skill Points

I've been wondering for a while now -
What determines whether you get a skill point at the end of a case?
I always thought it was experience points, but now I'm not so sure.

I also haven't been receiving them as fast as I used to. What slows down the rate of acquiring them? I'm trying to figure out a strategy to get skill points without picking up cases that are too hard to solve.

I usually get 1 skill points after solving about 9-10 AI cases, but sometimes I don't get any at all. You'll get quite a lot at the beginning, but it takes more time later on.

You also get 1 skill point at 100000 exp points.

I'm newbiee and as I understood if i don't take a skill point doing intermediate - I have several options:
- to do more intermediate to take my skill point or to begin solving hard cases to get 1 skill point per case?

Another question - can I cancel one of my skill to get skill points? I did a mistake - took flirting, but character is tough and smart and I have neither sweet talking nor bending rule skill. If I can't cancel the skill, will it be reasonable to take the charm skill just to get work this damned flirting %-)
