Beginner is the only one that has a maximum, which is 200. To find out the minimum level, you can hover your cursor over the blacked out levels and it will tell you.

Thanks guys.. its because for some cases i did, it did not award me with skill points...

you don't get a skill point for every case. when you first start it seems that was, but as you progress the skill points decrease as your xp increases. It maxes out at about 40,000 xp per skill point, but you have to be up round the million xp for that to kick in I think.
