First off, what do they all do and second, how long before the agency gives u the skill?

You mean those that you can go through factions. I know I posted this before somewhere long ago, but I am too lazy to find it so.....
Cosa: safe cracking. Only useful if you are in an agency. When you look at the treasure hunts your agency opens, some of them show up mentioning a key. With safe cracking, the last favour of the hunt you don't have to do.
Dies: Pick pocketing. If the client is the killer, you still get the money.
Socrates: You can hypnotize the suspects. In some cases they give you an additional suspect,so you don't have to ask others the motive question.

i would sugest to first concetrate on the "normal" skills. the special ones arent so special.

I agree. But to answer the "how long" part of the question, you need to have at least 25 points in positive standing with that faction, plus have the skill points needed to "pay" for the skill.

finally got job but only got 2 skill points; need 8
stupendously hard only gets me 1 skill point and i cant do ridiculously hard yet

Not favors racesdogg2. "Little jobs" are different. You do 1 a day for your faction. It helps keep your standing with them from dropping. It is completely different than favors for which you can gain skill points and exp points and cool gifts.
