I can't believe I don't know the answer to this, but here goes -- can you join more than one agency?
When I first subscribed I accepted an invite to an agency right away. The people are as nice as can be and I don't want to leave.... but it seems pretty inactive (I could be wrong; I don't have much to compare it to) and I'd like to participate in treasure hunts, etc.
Can I join another one for that purpose and not abandon my current agency? If not, can anyone offer me some advice?

You cannot be a member of more than one agency at the same time. What you can though, are resigning from one agency and join another one.
Every time you are to join an agency, you need one of the directors (or officers) in that agency to invite you.
If you resign from your current agency, you are not guaranteed that you can re-join. That depends on the directors and officers.
If an agency are going to be judged to be inactive or not is very dependent of what you compare with, and what your expectations are. Also, someone can be active even if you don't notice those obvious signs like postings on a message board, cases in the case file, PM's sent, work in the crime lab done or similar. But, on the other hand, it might also be that you judge right, and that your agency are inactive. I am not there, so I don't know.
Some agency leaders might allow you to stay in another agency as a guest for a shorter period, and others might not want to. The agencies are like people: different.
There is one last thing you might want to know. You cannot JOIN the SAME agency more than once in a 48 hours period.
