if 3 cases are lost, how does one get back in the game? Just create a new detective? Will I have to re-subscribe? Create a new password? Is there some way for my present character to just earn her license back, so I wouldn't have to give her up?

No, if you are subscribed, you do not need to resubscribe when your detective is retired. You are given the opportunity to transfer the subscription to a new detective.
