if 3 cases are lost, how does one get back in the game? Just create a new detective? Will I have to re-subscribe? Create a new password? Is there some way for my present character to just earn her license back, so I wouldn't have to give her up?

once your retired there's no coming back...and yes you will have to create a new detective.. BUT once you have 2 false accusations, then you should pay off the shady character, but make sure you do that every 2 cases, cause 3rd one, you would get retired..you can find shady in the bar

No, if you are subscribed, you do not need to resubscribe when your detective is retired. You are given the opportunity to transfer the subscription to a new detective.
