Both are faction skills (OOS and DAB respectively). Hypnotism is a charm skill, and basically adds one to three names when you ask a suspect about the motive question. It has no effect on townies. It's affected by the charm factor of the gear you're wearing, and your charming skills that you have.

Pickpocketing is only useful if the client is the killer in a random mystery case. In these specific exceptions, you'll receive the reward for solving the case that normally you wouldn't. Otherwise, pickpocketing is an inactive skill.

NOTE: Do NOT confuse Pickpocketing with Lock-picking. They're two very different skills, with very different purposes.

In that case I suppose you can have both skills after a lot of playing hours?Or if you lose influence with one faction you also lose the respective skill?

Once you purchase the skill, you keep it, Mitstux.

In general, it is suggested that faction skills be purchased after you have all your smart and interview skills (tough or charming). The exceptions being Pugilism (a must for subscribed, tough detectives) and Underworld Connections. If you are in an agency that treasure hunts, safecracking, might be another exception to consider a bit earlier rather than later.
