How does adjustments help?

Hi, at the risk of stating a question already posted, here it goes:

When I buy/receive a piece of equipment I get an adjustment in either Tough, Smart or Charming, I understand that, so far so good

The question now is, how does this adjustments improve/worsen my detective?

Is there a scale on adjustments? For example, +1 - +9 in smarts determines you will be ???% successful when examining a crime scene. DISCLAIMER: Just threw those numbers in there off the top of my hand.

I guess I'm asking is there a scale like with factions wherein you know you hit the next level at 5, 10, 15, 25.....

I am asking the same for charm skills. If it's different for each level case, then I am specifically asking about AI cases.

Is there a precise scale? Not to my knowledge, no. I can tell you that the highest level you can have is +30 on gear, and that pretty much gives you a 98-99% success level. The lower the numbers, the less likely the skills are to work. The level of case doesn't have much bearing on how well your gear will work, again to my knowledge. There may be others who have proven this differently.

Also, Judge of Character gives you the exact breakdown of how well each skill, group of equipment, etc. coordinates and works.
