I have been reading about the Shady Guy
Who is he?and why would detectives pay him?

aren't they removed when you reinstate your character?
or is it only available for agencies?

Anyone can 'resurrect' their character if they want to, but the price gets very steep the more experienced and older you get (we're talking losing skill points, random pieces of equipment, scads of experience points, and almost all of a person's bank account). Now, if that sounds like a fair deal to you, then by all means, feel free to resurrect yourself ad infinitum.

Most of us would just rather pay off Shady before it gets that far. :-/

And no, both 'reinstatement' and Shady are available to both Subbed and Unsubbed alike. They're equal opportunity shysters, as it were....

Also with reinstating your detective, you lose all of your contacts.
