You accumulate skill points as you gain experience. To begin with you will get skill points on a more regular basis but as your exp rises you will get less and less skill points.
It is possible you are trying to do a case thats too hard for your level. I know it sucks hearing it, but it may be worth you dropping back a level till you get some skill points.
If you haven't tried it yet i would reccomend doing the tutorial as it will give you a good understanding of how the general game works. Also try reading the 'welcome newbies' thread on this board. It answers nearly every possible question you could have about the game.
And please please please remember never guess it's always better to quit than get an FA.
