Might mean you have clues that arent found such as footprints or notes. If you have the basic thread and hair analysis, and cant find clues at the crime scene, then that is what it is due to.

Keep working at it and solving more cases, eventually you'll earn enough skill points to buy handwriting analysis and footprint analysis.

[OK I had to start a new detective to check this, just coz I couldn't remember, and because I was assured I was wrong ;) ]

BUT Basic footprints and notes are found automatically when you first start :)

It's hair analysis and thread analysis that you have to buy in their basic form to get those evidence clues to come up.

So if you aren't getting any evidence clues that's why.

I always suggest basic smarts: hair analysis and thread analysis as a FIRST when you get skill points to spend. Just so you have all the basic evidence come up for you.

There are other threads in this section a few pages on that discuss which skills are best, but nearly all of them say thread and hair analysis are a must when you first start.
