When townies say a suspect thinks they know who did it, the person the suspect suspects does not always turn out to be the culprit.
Does anyone know if the same applies when townies say a suspect is clueless? Is there a chance the suspect the townies name might in fact be able to ID the culprit, or can you be sure they will never provide you with WE?

No, those people will never give you WE. For sure.
You can rely on what the townies tell you about suspects' knowledge of other suspects. It's a bit of a semantic thing; "thinking" they knew who did it is not the same as "knowing" who did it. It just tells you that they have WE against someone, not that their testimony is valid.
All those two pieces of information tell you is that a suspect either thinks someone is guilty or that they have no opinion as to whether someone is guilty. As you said, it quite often turns out that a suspect named by another is innocent. Similarly, a suspect identified by a townie as "not knowing anything" will never give you WE. They'll never identify anyone for you, fake or real.
