Because they're unsubscribed.

Just like real life, the perks come to those willing to pay for them. If Sleuth were 100% free, it would not be as awesome as it is, simple as that. The game's creators have put years of hard work into this game in order to make it a viable product, and I can assure you that time would not have been spent to develop a game to which the creators would not be receiving any compensation. Aside from that, the maintenance of Sleuth itself costs real money day in and day out.

In other words, playing Sleuth for free and then not being happy with it is akin to downloading Metallica tracks from Limewire and then getting an attitide when Lars Ulrich comes to your house and beats you to death.

As a non paying player you can do the random mysteries, build your experience and skills. You can do little jobs and become faction head. You can do one Featured Mystery. You also have access to the message boards and the Bar chat.
And all of this is for an unlimited time frame.

Most other game sites make you pay before you play, or they restrict you to only a trial period of play. You get a lot for free here.

There are perks for paying such as travel, the ability to buy apartments and join/create agencies. Along with the access to bigger and better game play via the Arch Villains and Treasure hunts. If you want the full experience then you must pay the money, but if you do not subscribe, you still have a lot to do and can still play the same cases the subscribed do.
