he tells you where it is and you have to click in that area on the map to access it. However it goes away as soon as you start a new case. The cabaret won't show up with an icon on the map, but if you run the pointer over the area he told you to go to it will change to the hand and you can click to enter it.
An important thing to note though is that unless you have several thousand dollars not much you can do in the cabaret except post in the forum and maybe buy a book.
