As I've looked through the Agencies, I 've noticed that a few of them have only one person in them and a few others have two or three people. My thoughts are : Why not consolidate? Better to have one or two middle -size independent agencies than a lot of individuals, no?

Sometimes players like to store cases and equipment, but don't want to treasure hunt or share an agency, this is why there are many 1 person agencies.

However, I am sure there are probably a few agencies that would be willing to consolidate.

Would you know their names, perhaps? Then I'd be willing to join them. At the moment, I'm independent.

No, I don't know their names. But most of the 1 player agencies prefer to be 1 player agencies, so I don't think they would be interested in joining. I would recommend just sending PMs to agencies to see if they are interested. Or, just post here on the board that you are interested in joining one of their agencies.

It is possible that many of these 1 person agencies may be 'disbanded' when the apartments come out.

A better idea is for these little groupings to come together in a loose sort of coalition. That way, they work together in the hunts and still keep their autonomous nature.
