I would like to go on a trip just to see one of the other cities. I have saved the turns but want to make sure I dont get stuck there - does it cost the same to get back as it does to travel out?

For most cities it does cost the same amount of money and cases to travel. The only exemptions to this is Shangri-La and Cairo. However, you cannot reach these cities until you have further explored the world of Sleuth.
