You can earn money by doing your cases, specially favors. You cannot borrow or lend money unless is to an agency member. You have to be susbscibed to be in an agency

Hi Leo and welcome to the game!

You need to be subscribed and in an agency to exchange money. But only with members of that same agency. That's the only way you can exchange cash in the game.

If you're talking about REAL money, then I can't answer your question. :)
