I'd like to learn how... Can you if you've only solved 4 cases within the past few days?

At City Hall, last button on the right panel, it says " Submitting Content to Sleuth " below " Pitch In " . Click it and you will find there what you need ;)

On the City Hall tab, near the bottom is Pitch In: Submitting Content to Sleuth. There you can find information about writing intros and featured mysteries.
There is no requirement for how many cases you have done or how old you are, but you may want to look at the writing done by others to get the feel and style already out there.
