You can get them in these four ways...
a) You solve a favor, and the townie will give you an item. The better ones come later on with harder favors.
b) You become good with a certain faction, and you can buy items from them (they are VERY expensive, and you need to be REALLY good with them to get them cheap).
c) You go to the detective store. They have cheap items, but not very good ones.
d) Lastly, in New York, there is Big Lucy. If you successfuly locate her hiding place, there is an option to buy items. They are over-priced, and some aren't very good. The best buy is the Sequined Flapper Dress.
If, and when, you are in an agency, you can also swap and remove items from an equipment locker. But that comes AFTER subscribing and AFTER joining an agency.
